Distinguished political scientist with a DEA in International Relations and International Public Law (Universidad Complutense de Madrid), master’s degrees in Humanitarian Aid (Universidad Carlos III) and Human Rights (SEI Madrid), and an International Diploma in Humanitarian Assistance (Fordham University). He brings over 20 years of executive experience leading complex humanitarian operations across Latin America, the Caribbean, and global crisis contexts. He served eight years with the United Nations and the International Red Cross and Red Crescent Movement, becoming the first Spanish member of the UNDAC team. Senior roles include UNICEF Chief of Field Office (Darién, Panama), PAHO/WHO Emergency Unit Head (Colombia), IFRC Regional Head of Operations, and Mercy Corps Country Director (Venezuela). A Triple Nexus specialist, he leads large-scale programs on conflict, migration, and recovery, with expertise in DRR, anticipatory action, OECD/DAC evaluations, and humanitarian diplomacy. Clients include IFRC, UN agencies, DG-ECHO, USAID, and others. Fluent in Spanish, English, Italian; working French.
