IRMA mapped Oxfam’s DRR work to provide a global overview of its portfolio. We identified areas of good practice in programming and advocacy, as well as potential for learning, growth and quality enhancement. The results were used to inform Oxfam’s strategic planning and resourcing process. We included, at their request, an evaluation of Oxfam’s actions in relation to the 2015-16 El Nino phenomenon, to enable Oxfam to measure to what extent it took ‘early action’ to reduce risk for affected populations, and to facilitate even earlier action in slow onset crises in the future.

Strategic Support to Oxfam in Algeria’s Country Strategy
In 2025, Oxfam in Algeria launched a new strategic planning process to guide its work with Sahrawi refugees over the period 2026–2030. Oxfam has worked in the Sahrawi camps since 1975, combining humanitarian assistance with resilience programming, advocacy, and capacity
