M&E for Protection Prevention in AELA

The measurement and evaluation of the prevention of violence in Protection Programmes are challenging for many reasons. A relationship of trust is needed for communities to be willing to share information about issues affecting their safety, and even when trust existed, establishing a causal relationship between interventions and a reduction in violence required considering perceptions, lived experiences, and considerable contextual knowledge.

Seeking to advance Protection Prevention M&E practices, IRMA supported the Norwegian Refugee Council’s (NRC) Asia, Europe, and Latin America (AELA) region in developing a Protection Prevention M&E framework for its Protection of Civilians programs. The team assisted NRC in developing a suite of tools and methods for country offices and field teams that were adaptive to fluctuating contexts while ensuring evidence was reliable and multi-faceted.
